I was able to contact the reviewer of the game. They said:

1) They need to use the rpg maker decrypter on the single file housing the data. For example for rpgm vx ace it’s usually an rgss file.

2) The game was built in wolf rpg editor which has its own distinct decryption software. I don’t recall the sites to download the decrypters.
